Dear Neighbor,
Did you know there’s now abundant new information on UpgradetheDrake.com describing the planned landscape improvements and the light pole issues and planned solutions in process?
Thanks to a generous contribution from CSA 17 (Kentfield, Larkspur and Greenbrae), landscape improvements on Sir Francis Drake Boulevard will be done in all the median islands from Greenbrae to College Avenue, not just intermittent medians. This complements the original County plans for wonderful landscape improvements to the Greenbrae entries at Eliseo, La Cuesta and Manor Road. Plus, we’ll have a new fence along the frontage of Corte Morada Park with landscaping in front of and behind the fence and in the SFD frontage east of the Park that’s been empty for quite a while.
In addition, you may have received an email from Supervisor Katie Rice inviting us to a Greenbrae and Kentfield Zoom Town Hall to discuss the lighting concerns and to identify good solutions for both pedestrian and vehicle safety as well as to minimize light intrusion to the yards and homes situated along SFD Boulevard. Please join me next Thursday, February 18, at 5pm for an update on County’s reassessment of SFD streetlighting. We’ve heard concerns from many of you regarding aesthetic and lighting impacts and the County is currently working to find a long-term solution that maintains the safety goals of the corridor while reducing negative impacts to residential properties.
For an immediate short-term fix, this new streetlighting along the median near the Bon Air Center (as well as in other segments) has been turned off until a long-term lighting solution can be found. Previously installed new lighting at the intersections will remain active for safety reasons.
The County is currently working with a new lighting consultant and will be looking specifically at reducing lighting impacts to nearby residents as well as potential replacement of poles, mast arms and fixture heads. As this work progresses, the community will have an opportunity to give input.

Almenar Drive Fire-Mitigation Email

Dear Neighbors,
Under the thoughtful guidance of our local Fire Department Fire-Mitigation Experts, soon you will see ground and tree crews working in your ALMENAR DRIVE median island. Their objectives are to:
Reduce Fuel Volume, Wind-Blown Embers, and Improve Plant Vitality (remove all dead grass, plants, shrubs, branches and trees; remove growth less than 3” in diameter; rejuvenate older, woody shrubs so they return greener, after the rains, with less fuel.)
Create Separation Between Vegetation Clusters with more separation on steep slopes (horizontal separation of 2 times the shrub height.) This interrupts lateral and vertical spread, including up into tree canopies.
Protect Oaks and Other Trees by deadwooding and thinning canopies plus raising lower limbs to prevent ‘laddering’ of fire up into their canopies.
This important work was completed recently in many other Greenbrae medians: Via la Paz, Via Navarro, Via la Cumbre, Via Cheparro, and Altura Way.
It is funded by our County Service Area 16 (CSA 16) annual parcel assessment of $150 (the same amount since 1996!) This limited fund is dedicated to landscape maintenance, improvements, and now fire mitigation. The upcoming work is not a one-time activity. It necessarily will be part of ongoing maintenance.
Similarly, you may have noticed flammable species such as pines, junipers, cypress, eucalyptus, and acacias cut down over the past several years in medians across Greenbrae. This supplements ongoing landscape maintenance of hedges, pruning, pulling of French Broom, whipping weeds, removing heavily accumulated leaves and irrigation.

Dear Greenbrae Neighbors,
We’re all at risk of wildfires in our beautiful, wooded and fully-interconnected landscaped community. Volunteers from GPOA*, NRG*, and CSA16* work closely with our Fire Departments and FIRESafe Marin experts to help ensure our private homes and landscapes are safe(er). Of course, these groups don't maintain your private properties, so these efforts must include homeowners, their gardeners and perhaps tenants. On our community web site at www.greenbrae.org/fire--safety, you’ll find a growing list of curated information and educational resources to help all of us to understand what to do to make our properties and homes, and thereby our neighbors and community, safer. This takes some focused thought and some additional expense, but the payoffs in saved lives and properties are obvious.
If a wildfire starts or moves into our community along with strong seasonal winds, being prepared is best, right? We have provided you with helpful educational materials already on our website, www.greenbrae.org. You also will receive occasional mailings and emails (if not already subscribed, please go here so you can receive timely updates, (www.greenbrae.org/signup)
Please take a look at your home and in your landscaping for items that can and will make a difference in saving your home and those of your neighbors. For example, are your roof and gutters regularly kept clear of leaves and other flammable debris? Are your foundation, soffit, and roof vents protected with 1/16” mesh and/or ‘Vulcan’ or similar vents? is the ‘Zero Zone’ (0-5 feet around your home) free of plants and protected by hardscaping, gravel or other non-flammable material? Do you have bamboo, junipers, pine trees, rosemary, and other highly-flammable plants near your home? Are you at the top of a slope with abundant dried grasses, French broom and other plants? Have your ground cover, shrubs and trees been separated to prevent fire from ‘laddering' up into the canopies and onto roofs of your and your neighbors’ homes?

I am writing to let you know the GPOA's Annual Picnic will be on Saturday, September 7, 2019 from 1:00 p.m. to 4:00 p.m, at Greenbrae School Park, 1 Parkside Way in Greenbrae.
Volunteers Holly Welch, Andrew Roth, and Greg Ulin of Zephyr Real Estate have been hard at work making arrangements for what we know will be another fantastic event. There will be live music, kids games with Bacich PE teacher Coach Shafer, and 3 on 3 basketball. El Huarache will have food for sale and Kentfield Invests in Kids will be selling desserts.

I am writing to invite you to join your neighbors in Greenbrae’s newly forming “Navarro NRG” (see below for included households) for one hour on February 25th at 6:30 p.m. in the library at Marin Catholic High School. We are all at risk from earthquakes, mudslides and fires, and official help may not come quickly if the disaster is widespread. This is a chance for us to get organized ahead of the need, and to learn how to help ourselves, our families and our neighbors. We will learn what Marin County and the Cities of Larkspur/Corte Madera are doing about disaster preparedness and planning. We will take the first steps to organizing our NRG – a self-help group to check on neighbors and to guide official relief to those in need following disaster. We will learn how to prepare ourselves to evacuate or shelter in place.

As was discussed during the GPOA’s October 4, 2018 meeting, the Central Marin Neighborhood Response Group (“NRG”) is being formed in our neighborhood! The Central Marin NRG program has already formed 33 NRGs that cover over 4,500 homes. The Central Marin NRG is holding an informational meeting on Thursday, November 8, 2018, from 7-8 p.m. at the Central Marin Police Authority, 250 Doherty Ave, Larkspur, CA 94939. The GPOA urges all Greenbrae residents to attend this meeting.
The NRG Program helps prepare neighborhoods for 3 scenarios: (1) major earthquake or flood; (2) wildfire evacuation; and (3) fire after a major earthquake. At the meeting you can learn more about:

I trust by now you have received notice that, on Saturday, September 29, 2018, from 4:00 p.m. to 7:00 p.m., there will be a Picnic in the Park at Greenbrae School Park, located at 1 Parkside Way. All members of our community are invited!
The GPOA and the volunteers who organized this Picnic in the Park are excited to announce that The Michael LaMacchia Band will be playing, Coach Shafer will be running his infamous kids’ games, and 3 on 3 basketball games will be played. Please bring a chair/blanket and food/drink, and come join the fun! Also, food will be available for purchase from El Huarache Loco.

On Street Parking

Dear Greenbrae Residents,
I am writing to follow up on the post that you may have seen on NextDoor regarding on street parking in our community. The GPOA understands that, in today’s day and age, homeowners have multiple cars and some use their garage as an extra room or for storage space rather than to park their cars. In addition to the post on NextDoor, the GPOA has received complaints about cars being parked on the street repeatedly and/or for long periods of time. We also have received complaints that on street parking creates a safety hazard on some of the narrow streets in our neighborhood, which not only makes it difficult for cars to travel on these streets but also could present problems for emergency vehicles to get to their destination to provide needed services.
The GPOA reminds residents that the CCRs governing all homes in our community require residents to store their personal property–which includes cars–in the interior of buildings, i.e., in the garage. While we understand that times have changed since the CCRs were written, we urge residents to park their cars in their garage or their driveway rather than on the street. Doing so also could serve to protect against crimes of opportunity. We thank you in advance for your anticipated cooperation.

Storing Garbage, Green, and Recycling Cans

Dear Greenbrae Residents,
Recently, the GPOA received several complaints about homeowners leaving their garbage, green, and/or recycling cans near the curb for days and longer after they are emptied by the sanitation service. In addition to being unsightly and against the requirement in the CCRs to store personal property “indoors” (i.e., in a garage or behind a gate or a fence) we received reports of car accidents involving garbage cans that have been left out at the curb. The GPOA reminds all homeowners of the CCRs and asks everyone to remove their cans from the curb within a day after collection.
Our wonderful and beautiful community benefits from this requirement in the CCRs. We thank you for your anticipated cooperation.

Dear Greenbrae Residents,
The Greenbrae Property Owners Association is hosting a meeting to provide residents with information relating to the parcel tax increase that is subject to a mail-in ballot from Greenbrae residents. The meeting will be held on Wednesday, March 14, 2017, from 7:00 to 9:00 p.m., at the Bacich School Community Room. The GPOA invites all Greenbrae residents to attend this meeting to learn about the proposed increase from $150 to $300 in the annual parcel tax that is used to maintain and improve the many and varied landscape areas in Greenbrae.
My November 22, 2016 email below informed Greenbrae residents that the CSA 16 Advisory Board had scheduled a Special Meeting on November 30, 2016, at which the CSA 16 Advisory Board would recommend to the County Board of Supervisors that a mail-in ballot be held to increase the tax. My email also provided a link to financial data and analyses relating to the funds generated by the tax and the historical and projected expenses for maintenance and improvements. That link is below. At the November 30, 2016 meeting, the CSA 16 Advisory Board recommended that the tax be increased from $150 to $300 per year.
In January 2017, the County Board of Supervisors placed a $150 increase of the annual tax on the ballot. The ballots will be mailed on April 2, 2017 and will be due by May 2, 2017. The ballots will be sent to Greenbrae residents who own homes in the area North of Sir Francis Drake Boulevard between Highway 101 and Manor Road. The area of Greenbrae that is subject to the tax is bounded by Via La Cumbre, Sir Francis Drake Boulevard, and Manor Road, and up to but not including Bret Harte Road. The entries to Greenbrae are at Eliseo, La Cuesta Drive, Manor Road, Via La Cumbre (from the North from San Rafael), and Altura Way (from Bret Harte Road). The homes in Greenbrae on the South of Sir Francis Drake Boulevard are not subject to the tax and will not receive mail-in ballots. Attached is a map showing the area of Greenbrae covered by CSA 16.
Representatives from the GPOA, the CSA 16 Advisory Board, and the County of Marin will attend the meeting to provide information and answer questions. The GPOA urges all Greenbrae residents to attend the meeting to learn more about the need to increase the tax, and hopes to see you there on March 14, 2017.

I’m writing to let you know that, as the next step in the Sir Francis Drake Boulevard Rehabilitation project process, the County of Marin will be preparing an Environmental Impact Report (EIR) for the project. In connection with the EIR, the County of Marin is soliciting comments on specific issues to be included in the environmental review. The County of Marin encourages public comments on the scope of issues to be evaluated. In addition, the County of Marin will conduct a public scoping meeting on Tuesday, January 10, 2017, from 7:00 p.m. to 9:00 p.m., at the Bacich School Multipurpose Room, which is located at 699 Sir Francis Drake Boulevard in Kentfield. The County of Marin invites all interested members of the public to attend this meeting and present verbal or written comments on the scope of issues to be evaluated in the EIR. CSA 16 Parcel Tax Increase

Dear Greenbrae Homeowners,
I am writing about the $150 annual parcel tax we all pay for landscape maintenance and improvements for our parks, Sir Francis Drake Boulevard frontage, and plentiful median islands throughout Greenbrae. The tax has been $150 since 1993. The revenue generated by the tax has funded maintenance and many significant capital improvement projects over the last 20+ years. Yet, many islands and medians have not been improved in over 50 years and maintenance costs continue to rise. The fixed amount of revenue will not be sufficient to complete needed landscape improvements, in addition to maintenance, in the near future unless the tax is increased.
The GPOA, the CSA 16 Advisory Board, and the County of Marin have studied historical and projected expenses for maintaining and improving the landscaping in our community. The CSA 16 Advisory Board has scheduled a Special Meeting for Wednesday, November 30, 2016 at which it will recommend to the County Board of Supervisors that a mail-in ballot vote be held in May 2017 to increase the tax. You can review the Agenda and Handout (with the historical and projected analysis) for the Special Meeting by following the links below. I urge you to do so. The links provide detailed financial information that the CSA 16 Advisory Board and the County prepared and analyzed relating to the tax revenue and upcoming projected expenses, including landscape improvement projects completed in the last 20 years and many projects that remain to be completed across Greenbrae.
In summary, the $150 tax since 1993 has allowed the landscaping in our beautiful community to be maintained and significantly improved over the past 20 years. Those of you who lived in Greenbrae 25 years ago know the significance of the improvements that have been made. The $150 tax is not, however, sufficient to continue with improvements. After reviewing all the information provided in the links below, the CSA 16 Advisory Board and the GPOA Board support an increase of at least $150 per year, which would raise the assessment to $300. This revenue increase will allow capital improvements to continue.
The GPOA is interested in your opinion. Would you support a $150 increase? Are you against any increase? Are you in favor of a smaller increase (say $100) or a higher increase (say $200 or more), which would allow for improvements to be made sooner?

I am writing to let you know that the Kentfield-Greenbrae Historical Society (KGHS) is having a May Day Community Celebration on Saturday, May 7, 2016 from 11 a.m. to 2 p.m. and to invite you to attend this event, which will take place at Kent Middle School. You may recall that, two years ago, the KGHS organized the Centennial of the Kent School. This event was a tremendous success with over 2,500 community members in attendance. The project affects Sir Francis Drake Boulevard from Highway 101 to the Kentfield/Ross town line, including the portion of Sir Francis Drake Boulevard that passes through our community. This meet is taking place at 7:30 p.m. in the Deedy Lounge, Student Center at the College of Marin.
There also is a community meeting for this project on Tuesday, March 15, 2015 at 7:00 p.m. at Kent Middle School.

Marin Catholic Stadium Lights — Kentfield Planning Advisory Board Meeting on January 27, 2016 at 7:30

Dear Greenbrae Residents,
I am writing to let you know that Marin Catholic High School has submitted an application to the County of Marin relating to the school’s proposal to add lights to its stadium. In connection with the application, the Kentfield Planning Advisory Board is having a meeting on January 27, 2016 at 7:30 p.m. at the Deedy Lounge, Student Center, of the College of Marin. Deedy Lounge is in the lowest floor of the Student Center, in the corner building nearest the creek and the new science building. You may have to go through the cafeteria and should look for a sign on the door.
According to the agenda for the KPAB meeting, Marin Catholic is requesting approval to allow for installation of a field lighting system at the school’s outdoor football field. The system would be comprised of four 80-foot tall light poles with differing fixture arrays, installed on the 10 yard line at each side of the field. LED lamp fixtures would be affixed to each pole for lighting during evening hours. Proposed poles at the north side of the field (closest to the parking lot) would feature 19 fixtures, 16 at top and three at about 15 feet. The two poles on the field’s south side (in front of the home bleachers) would have 16 fixtures. The poles would consist of in-ground concrete bases and 80-foot tall galvanized steel poles. The fixtures would utilize a Light Structure Green System from Musco Lighting Systems and 50 to 1,500-watt LEDs would be used to provide a 50-foot candle illumination average. The system would feature a “dimmed” setting, which would be used for games that do require full lighting, as well as after completion of games. Additional path lighting is to be installed along pedestrian pathways for illumination of bleachers and paths surrounding the field.
Overall, the system would be used for 514 games and practices annually: Freshman football games on Thursdays at 6 p.m., Junior Varsity football games on Fridays from 4:30 to 6:30 p.m., and Varsity football games from 7:00 to 9:30 p.m. The system also would be used for overlapping evening practices, with 110 total football practices and 225 lacrosse and soccer practices proposed. These practices would end at 9:00 p.m. The majority of evening games and practices would be from November through February.

SFD Corridor Project – Meeting with Greenbrae Community

As I hope you are aware, the County of Marin has planned a $13 million project to rehabilitate the Sir Francis Drake Boulevard corridor from 101 to the Ross town limits. The specific details of the plans have not been finalized. The County has had two Community Workshops (in May and November), a meeting with community leaders (in July) and has presented various alternatives at a meeting of the Kentfield Planning Advisory Board (in October).
GPOA is hosting a meeting on December 10, 2015, beginning at 7:00 p.m., at the Bacich School Library (699 Sir Frances Drake), for the County to present the project and the current alternatives. The GPOA encourages all residents to attend this meeting to learn more about the project, provide input, and learn how to stay involved.

On behalf of the GPOA, I have attended a community workshop and a community leaders meeting on this project, which will impact our community. Bay-Friendly Blog: Wildfire Season Is Here–Are You Prepared?

Defensible space is the area around your home that has been modified to reduce the effects of wildfire. The following actions can help turn your yard into a defensible space:
Cutting annual grasses within 30-100’ of your home.
Pruning all tree branches a minimum of 10 feet off the ground, and at least 10 feet away from roof lines, decks and chimneys.
Breaking up fuel continuity by creating islands of vegetation and removing flammable materials between them.
Removing highly flammable vegetation such as juniper, bamboo, scotch broom and eucalyptus. Not only do these plants create intense fires, they produce embers that can travel long distances and start new spot fires.
Flammable plants should be removed and replaced with fire resistant, drought tolerant plants.
The City of Mill Valley recently constructed a fire resistive/defensible space garden near its public safety building. Here is a plant list from the project:

Home Wildfire Protection
In addition to creating a defensible space in your yard around your home, it is also important to evaluate the fire safety of your house itself. An ember from a wildfire can drop into your gutter, under the deck or in a dry potted plant that can start a fire and threaten your house. The following actions can help protect your home:
Make sure your street address is clearly visible from the street.
Install a spark arrester on your chimney to prevent embers from leaving your chimney.
Remove the dead needles and debris from your gutters.
Clear storage and clutter from under your decks and up against your house.
Remove dead or dry potted plants from around your house.
Patio cushions and other storage on a deck or patio pose a threat if an ember was to drop on them.
You can never be 100% safe from the risk of a wildfire, but if you take the actions listed above you will significantly improve the fire safety of your home.

I apologize for the late notice but I am writing to let you know the Kentfield Planning Advisory Board (“KPAB”) is having a meeting on June 10, 2015 at 7:30 p.m. with a group of parents and officials from Marin Catholic High School (“MC”) to discuss MC’s desire to install lights at its football stadium. This is a preliminary meeting to explore MC’s proposal as MC has not filed any application to install lights with the County of Marin. KPAB has asked that I inform Greenbrae residents and invite residents to attend this meeting, which will take place at the Deedy Lounge, Student Center, at the College of Marin. MC representatives have informed me that MC is planning a community outreach program that will give Greenbrae and Kentfield residents multiple opportunities to provide input. The GPOA urges all interested residents to attend this meeting.

Please Store Your Garbage Pails

Dear Greenbrae Residents,
The GPOA has recently received several comments and/or complaints about neighbors who leave their garbage pails at the curb seven days a week, 24 hours a day. I’m writing to remind residents that our CCRs require homeowners to store their personal property within the interior of their buildings. While the GPOA understand that it may not be practical for all homeowners to store their garbage pails in their garage, leaving your garbage pails at the curb violates the CCRs. The GPOA reminds residents of the requirements of the CCRs and asks that all homeowners store their garbage pails inside the interior of their buildings, behind a fence, or alongside their homes rather than at the curb. Complying with the CCRs enhances the overall beauty of our wonderful neighborhood. Thank you for your anticipated cooperation.

Bon Air Center Refresh Project Meeting December 1, 2014 at 7:00 p.m.

I am writing to let you know Crome Architecture, a local architecture and planning firm that has been working with Greenbrae Management, Inc., contacted the GPOA regarding plans to improve and enhance the common areas of the Bon Air Center. The owners of the Bon Air Center understand and appreciate the fact that the surrounding community takes a special interest in the Bon Air Center. The owners are proud to announce a proposed Refresh Project to improve the public areas of Bon Air Center.
The Bon Air Center Refresh Project Team would like to invite all interested community members to a meeting at which the project will be presented in an informal manner that will allow plenty of time for questions and answers. The meeting will not be the official City of Larkspur public hearing on the project. That hearing will be held sometime next year during the Design Review hearing before the City of Larkspur Planning Commission.

Voluntary Dues

Dear Greenbrae Residents:
The GPOA reminds residents we do not have mandatory dues; our dues are voluntary. We endeavor to mail out dues cards two times per year to encourage residents to contribute as and when they can. The GPOA has received comments from residents after we send out our second voluntary dues card of the year. These comments ask the GPOA to “please check its records” or inform the GPOA a resident has “already paid” their dues. Please note we send the second dues cards to all residents regardless of whether a contribution has already been received from that resident for a particular year. We thank all residents who make a voluntary contribution to the GPOA.

I am writing to let you know that PG&E recently repaired a leak in a gas line in our neighborhood (on Vista Grande) and PG&E representatives have asked the GPOA to provide the information below to our residents.
PG&E customers can schedule a free appliance safety inspection if they have any concerns about gas line leaks. The number to call is (800) 743-5000. When prompted, press “4″ and, when prompted again, say “Service Request,” and, when prompted again, say “Appointment.”
Some of the appliances that PG&E inspects are furnaces, water heaters, ovens, ranges, hot tubs, pool heaters, clothes dryers, and gas fireplaces.
If residents smell gas, they should immediately move away from the area and call 911, or call PG&E at (800) 743-5000.

Hello Mr. Sherman,
I have been informed of a mosquito production and control issue that currently exists in Kentfield, in the North Almenar Drive area. We have found some swimming pools lacking proper maintenance and producing mosquitoes and have taken care of them. However, our adult mosquito traps continue to collect an abundance of several species of mosquitoes within the community. The mosquito species collected can cause substantial irritation and two of them are capable of transmitting West Nile virus. Our Vector Control Technician working in the area, Chris Mohrman, has left informational brochures on the front doors of several homes requesting that the homeowners contact him so he can perform mosquito surveillance in backyards, hopefully find the sources of water and larval mosquito production, and perform mosquito control if necessary. Unfortunately, we have received very few responses from the homeowners. It is imperative that we are able to perform proper mosquito surveillance and locate the sources of mosquito production in a timely manner. The mosquito species we are finding can fly a considerable distance from the water source(s) and transmit disease to surrounding communities. The District’s intent in gaining access to properties within the community is to control mosquito populations, minimize discomfort to the residents, and reduce the potential for transmission of a pathogen such as West Nile virus. Our intent is not to create an inconvenience or any other issues for the residents.
We understand that you are a leader in the Home Owners Association for the aforementioned area. If you could please distribute this e-mail to the homeowners/residents in the HOA and ask them to please call Marin/Sonoma Mosquito and Vector Control District – Vector Control Technician Chris Mohrman at 707-974-1204 to discuss mosquito control on their properties and allow for a brief mosquito inspection it would be of significant assistance.

Save the Hoops Has Succeeded

I am pleased to report the tireless efforts of Deirdre Evershed and her family to “Save the Hoops” in Greenbrae School Park have paid off. The Evershed’s persistence and fund raising, coupled with the work of Mary Grace Houlihan of the City of Larkspur’s Department of Public Works, will be on display at the upcoming Annual GPOA BBQ on Sunday, September 7, 2014. I hope all of you will attend the BBQ and get to see the newly restored basketball court and hoops at the park.
In the meantime, please be aware parts of the park will be under construction on Monday, Tuesday, and Wednesday, September 1, 2, and 3, 2014 as the City completes the work on the basketball court and hoops. I trust our community can live with this short period of inconvenience.

Dear Greenbrae Residents:
On March 3, 2014, the Greenbrae Property Owners Association hosted a Community Meeting at the Central Marin Police Authority’s station house. Approximately fifteen members of law enforcement, including CMPA Chief Todd Cusimano, Marin County Sheriff Robert Doyle, California Highway Patrol Captain Shon Harris, along with Marin County Supervisor Katie Rice and Larkspur City Councilmembers Catherine May and Kevin Harloff attended this meeting. Approximately 80 residents also attended. The GPOA thanks everyone who organized, presented at, and attended this meeting, which lasted for over two hours. The following summary captures some of the issues that were discussed:
Crime levels in Greenbrae in 2013 were below the average of the last ten years.
Many of the robberies in the area result in arrests. The CMPA is going to work to communicate the results of investigations so people better understand the whole issue.
The recent armed robbery in Greenbrae is under investigation. There is a good lead on the case and the criminals may already be in custody for another crime. The crime was not random; it appears that the criminals did not rob their intended victims.
Solutions such as private security patrols, dedicated Sheriff’s deputies, security cameras, and license plate readers were discussed.

Following the June 2013 meeting Marin County Supervisor Katie Rice had with residents of Greenbrae and Kentfield, Supervisor Rice explored establishing an on-line system for providing local crime data to better inform concerned residents about incidents in our neighborhoods. Dear Greenbrae Residents:
Attached is a copy of the minutes of the December 12, 2012 meeting of the Kentfield Planning Advisory Board relating to the Marin Catholic Stadium project, which I and GPOA Board member David Sternberg attended.
At the meeting, the KPAB voted to recommend approval of the current, revised application, which does not include installing a new lighting system, with the conditions that: (a) the new sound speaker system comply with the Noise Element of the Countywide Plan, (b) the current sound speaker system is tested to provide baseline information on the sound levels in our community, and (c) the sound levels from the new sound speaker system are tested once it is installed. I will be working with Marin Catholic and members of our community on the testing aspect.

Dear Greenbrae Residents:
Attached is a copy of a letter the GPOA recently sent to residents of certain streets in our community that may be particularly interested in the Marin Catholic High School Stadium project.
On December 6, 2012, the GPOA learned that the Kentfield Planning Advisory Board will hold a meeting at 7:30 p.m. on Wednesday, December 12, 2012 in Board Room 108 of the Administration Building of the College of Marin, 835 College Avenue, Kentfield, relating to this project. Details of the project are below.
Please note that the current application is for design review of the new bleacher system/grandstand, and the new speaker system only. If the school applies for a design review and use permit relating to the lighting system, the school will file a separate application, which likely will be next year.
The school proposes to construct (1) a new 1,242-seat steel and aluminum bleacher system/grandstand with a maximum height of 41.6 feet at the top of the elevator’s parapet and 30 feet at the top of the guard rail on the highest bleacher level. The bleacher, with a footprint of 9,582 square feet, would replace an existing system which has 1,524 seats. (2) a new 7,025 square foot field house with concession stand underneath the proposed bleacher system and including rest rooms, a weight room, two locker rooms, a training room, and storage and electrical rooms. (3) Access improvements to meet current fire and ADA standards, These include 10 new parking spaces, increasing the stadium parking from 270 to 280 (including two new handicap parking spaces), ramps, and walkway improvements. (4) New speaker system.
The GPOA urges interested residents to attend the KPAB meeting on December 12, 2012 at 7:30.

Did you know there’s now abundant new information on UpgradetheDrake.com describing the planned landscape improvements and the light pole issues and planned solutions in process?
Thanks to a generous contribution from CSA 17 (Kentfield, Larkspur and Greenbrae), landscape improvements on Sir Francis Drake Boulevard will be done in all the median islands from Greenbrae to College Avenue, not just intermittent medians. This complements the original County plans for wonderful landscape improvements to the Greenbrae entries at Eliseo, La Cuesta and Manor Road. Plus, we’ll have a new fence along the frontage of Corte Morada Park with landscaping in front of and behind the fence and in the SFD frontage east of the Park that’s been empty for quite a while.
In addition, you may have received an email from Supervisor Katie Rice inviting us to a Greenbrae and Kentfield Zoom Town Hall to discuss the lighting concerns and to identify good solutions for both pedestrian and vehicle safety as well as to minimize light intrusion to the yards and homes situated along SFD Boulevard. Please join me next Thursday, February 18, at 5pm for an update on County’s reassessment of SFD streetlighting. We’ve heard concerns from many of you regarding aesthetic and lighting impacts and the County is currently working to find a long-term solution that maintains the safety goals of the corridor while reducing negative impacts to residential properties.
For an immediate short-term fix, this new streetlighting along the median near the Bon Air Center (as well as in other segments) has been turned off until a long-term lighting solution can be found. Previously installed new lighting at the intersections will remain active for safety reasons.
The County is currently working with a new lighting consultant and will be looking specifically at reducing lighting impacts to nearby residents as well as potential replacement of poles, mast arms and fixture heads. As this work progresses, the community will have an opportunity to give input.

Almenar Drive Fire-Mitigation Email

Dear Neighbors,
Under the thoughtful guidance of our local Fire Department Fire-Mitigation Experts, soon you will see ground and tree crews working in your ALMENAR DRIVE median island. Their objectives are to:
Reduce Fuel Volume, Wind-Blown Embers, and Improve Plant Vitality (remove all dead grass, plants, shrubs, branches and trees; remove growth less than 3” in diameter; rejuvenate older, woody shrubs so they return greener, after the rains, with less fuel.)
Create Separation Between Vegetation Clusters with more separation on steep slopes (horizontal separation of 2 times the shrub height.) This interrupts lateral and vertical spread, including up into tree canopies.
Protect Oaks and Other Trees by deadwooding and thinning canopies plus raising lower limbs to prevent ‘laddering’ of fire up into their canopies.
This important work was completed recently in many other Greenbrae medians: Via la Paz, Via Navarro, Via la Cumbre, Via Cheparro, and Altura Way.
It is funded by our County Service Area 16 (CSA 16) annual parcel assessment of $150 (the same amount since 1996!) This limited fund is dedicated to landscape maintenance, improvements, and now fire mitigation. The upcoming work is not a one-time activity. It necessarily will be part of ongoing maintenance.
Similarly, you may have noticed flammable species such as pines, junipers, cypress, eucalyptus, and acacias cut down over the past several years in medians across Greenbrae. This supplements ongoing landscape maintenance of hedges, pruning, pulling of French Broom, whipping weeds, removing heavily accumulated leaves and irrigation.

Dear Greenbrae Neighbors,
We’re all at risk of wildfires in our beautiful, wooded and fully-interconnected landscaped community. Volunteers from GPOA*, NRG*, and CSA16* work closely with our Fire Departments and FIRESafe Marin experts to help ensure our private homes and landscapes are safe(er). Of course, these groups don't maintain your private properties, so these efforts must include homeowners, their gardeners and perhaps tenants. On our community web site at www.greenbrae.org/fire--safety, you’ll find a growing list of curated information and educational resources to help all of us to understand what to do to make our properties and homes, and thereby our neighbors and community, safer. This takes some focused thought and some additional expense, but the payoffs in saved lives and properties are obvious.
If a wildfire starts or moves into our community along with strong seasonal winds, being prepared is best, right? We have provided you with helpful educational materials already on our website, www.greenbrae.org. You also will receive occasional mailings and emails (if not already subscribed, please go here so you can receive timely updates, (www.greenbrae.org/signup)
Please take a look at your home and in your landscaping for items that can and will make a difference in saving your home and those of your neighbors. For example, are your roof and gutters regularly kept clear of leaves and other flammable debris? Are your foundation, soffit, and roof vents protected with 1/16” mesh and/or ‘Vulcan’ or similar vents? is the ‘Zero Zone’ (0-5 feet around your home) free of plants and protected by hardscaping, gravel or other non-flammable material? Do you have bamboo, junipers, pine trees, rosemary, and other highly-flammable plants near your home? Are you at the top of a slope with abundant dried grasses, French broom and other plants? Have your ground cover, shrubs and trees been separated to prevent fire from ‘laddering' up into the canopies and onto roofs of your and your neighbors’ homes?

I am writing to let you know the GPOA's Annual Picnic will be on Saturday, September 7, 2019 from 1:00 p.m. to 4:00 p.m, at Greenbrae School Park, 1 Parkside Way in Greenbrae.
Volunteers Holly Welch, Andrew Roth, and Greg Ulin of Zephyr Real Estate have been hard at work making arrangements for what we know will be another fantastic event. There will be live music, kids games with Bacich PE teacher Coach Shafer, and 3 on 3 basketball. El Huarache will have food for sale and Kentfield Invests in Kids will be selling desserts.
Attached is a postcard that the GPOA soon will be sending to all residents announcing the picnic.
The GPOA encourages you to bring your own blanket/chairs and food/drink and come spend the afternoon meeting your neighbors and enjoying the festivities.

I hope 2019 is treating everyone well! I am writing on behalf of the members of the GPOA’s Board of Directors, who, along with me, are Scott Sherman, David Sternberg, John Holzwarth, Ryan Nelson, and Noreen Kimelman. As volunteers, your Board members are donating significant time to our community. If there are any community members that would like to help serve on the GPOA Board, please send an email to [email protected].
The Board invites you to its Annual Meeting, which will be held on Tuesday, April 30, 2019 from 7:00 to 9:00 p.m. in the Central Marin Police Authority’s Community Meeting Room located at 250 Doherty Drive in Larkspur.
At the April 30, 2019 meeting we will hear from:
- Presentation on traffic engineering and enforcement efforts made to address resident’sconcerns related to speeding in the community (Bob Goralka/Marin County DPW,
- Julian Skinner/Larkspur DPW, CMPA Chief Michael Norton, CHP Captain Robert Mota)
- Update on the SFD rehabilitation project
- Update on NRG activity and fire safety/prevention
The Board encourages residents to complete and return the 2019-2020 Dues Coupon enclosed with this Newsletter. Unlike the mandatory CSA #16 parcel tax all homeowners pay, our GPOA dues are voluntary. Please contribute to the best of your ability, and, to save postage, please bring your voluntary annual dues with you to the Annual Meeting in the enclosed envelope with the remittance card. Your contributions are our only source of
revenue and are much needed to cover the costs of the picnic, accounting and bookkeeping services, insurance, printing and distribution of newsletters, website maintenance, and some landscaping improvements.

There are programs and resources we can use now to reduce our communal fire risk and prepare for fire evacuations. But we need folks to know about the NRG program and how we can help each other. Please talk to your neighbors or place the attached doormat flyer at your neighbor’s doormat.

Fire Prevention and Safety in Greenbrae

Hi,
After the deadly and massively destructive wildfires the past seasons, all of us are alerted to the importance of being fire-wise and better prepared. But, what can each of us do at our homes and in our community to prevent the same from happening here? The links below are excellent, practical resources to review and adopt. And at our GPOA Annual Meeting on April 30th (see attachment) you can learn and ask questions of Fire Department experts.
In the links below:
- Look at the list of flammable trees (e.g, pines, cypress, cedars, acacias) and flammable plants (e.g., junipers, rosemary, bamboo, dead wood) that ignite most readily and enhance our fire risk. These are the ones best to remove in our gardens and our community medians and parks.
- See the list of less flammable, alternative plants and trees which are better choices when replacing trees or plants, re-designing our gardens, and maintaining them (e.g., ‘ pruning trees’ away from our homes and roofs, eliminating ‘fire ladders’ that connect ground covers to shrubs and then to lower limbs of trees.)
- Learn ways to ‘harden’ our homes to resist ignitions by the primary culprit, embers/fire brands (e.g., with fire resistant roofing, clearing of leaves on roofs, replacing the vents around the base of our homes and in our soffits with tested and approved new vents.)
- Learn why and how to create critical ‘defensible space’ around your home and how, in our community, this also requires coordinating with your immediate neighbors to do this effectively.
To protect our beautiful and cherished community medians and parks, County Service Area 16 (CSA 16) professionals, under the informed and helpful guidance of Fire Department experts, have begun shrub and tree pruning and clearing activities.

Dear Greenbrae Residents,
I am writing to invite you to join your neighbors in Greenbrae’s newly forming “Navarro NRG” (see below for included households) for one hour on February 25th at 6:30 p.m. in the library at Marin Catholic High School. We are all at risk from earthquakes, mudslides and fires, and official help may not come quickly if the disaster is widespread. This is a chance for us to get organized ahead of the need, and to learn how to help ourselves, our families and our neighbors. We will learn what Marin County and the Cities of Larkspur/Corte Madera are doing about disaster preparedness and planning. We will take the first steps to organizing our NRG – a self-help group to check on neighbors and to guide official relief to those in need following disaster. We will learn how to prepare ourselves to evacuate or shelter in place.

As was discussed during the GPOA’s October 4, 2018 meeting, the Central Marin Neighborhood Response Group (“NRG”) is being formed in our neighborhood! The Central Marin NRG program has already formed 33 NRGs that cover over 4,500 homes. The Central Marin NRG is holding an informational meeting on Thursday, November 8, 2018, from 7-8 p.m. at the Central Marin Police Authority, 250 Doherty Ave, Larkspur, CA 94939. The GPOA urges all Greenbrae residents to attend this meeting.
The NRG Program helps prepare neighborhoods for 3 scenarios: (1) major earthquake or flood; (2) wildfire evacuation; and (3) fire after a major earthquake. At the meeting you can learn more about:
- how the NRG adds the next level of support to your family’s preparedness for earthquakes and wildfires;
- radio communications-lifeline after a major earthquake;
- educating your neighbors to check gas meters to prevent fire after a major earthquake;

I trust by now you have received notice that, on Saturday, September 29, 2018, from 4:00 p.m. to 7:00 p.m., there will be a Picnic in the Park at Greenbrae School Park, located at 1 Parkside Way. All members of our community are invited!
The GPOA and the volunteers who organized this Picnic in the Park are excited to announce that The Michael LaMacchia Band will be playing, Coach Shafer will be running his infamous kids’ games, and 3 on 3 basketball games will be played. Please bring a chair/blanket and food/drink, and come join the fun! Also, food will be available for purchase from El Huarache Loco.

On Street Parking

Dear Greenbrae Residents,
I am writing to follow up on the post that you may have seen on NextDoor regarding on street parking in our community. The GPOA understands that, in today’s day and age, homeowners have multiple cars and some use their garage as an extra room or for storage space rather than to park their cars. In addition to the post on NextDoor, the GPOA has received complaints about cars being parked on the street repeatedly and/or for long periods of time. We also have received complaints that on street parking creates a safety hazard on some of the narrow streets in our neighborhood, which not only makes it difficult for cars to travel on these streets but also could present problems for emergency vehicles to get to their destination to provide needed services.
The GPOA reminds residents that the CCRs governing all homes in our community require residents to store their personal property–which includes cars–in the interior of buildings, i.e., in the garage. While we understand that times have changed since the CCRs were written, we urge residents to park their cars in their garage or their driveway rather than on the street. Doing so also could serve to protect against crimes of opportunity. We thank you in advance for your anticipated cooperation.

Storing Garbage, Green, and Recycling Cans

Dear Greenbrae Residents,
Recently, the GPOA received several complaints about homeowners leaving their garbage, green, and/or recycling cans near the curb for days and longer after they are emptied by the sanitation service. In addition to being unsightly and against the requirement in the CCRs to store personal property “indoors” (i.e., in a garage or behind a gate or a fence) we received reports of car accidents involving garbage cans that have been left out at the curb. The GPOA reminds all homeowners of the CCRs and asks everyone to remove their cans from the curb within a day after collection.

Dear Greenbrae Residents,
The Greenbrae Property Owners Association is hosting a meeting to provide residents with information relating to the parcel tax increase that is subject to a mail-in ballot from Greenbrae residents. The meeting will be held on Wednesday, March 14, 2017, from 7:00 to 9:00 p.m., at the Bacich School Community Room. The GPOA invites all Greenbrae residents to attend this meeting to learn about the proposed increase from $150 to $300 in the annual parcel tax that is used to maintain and improve the many and varied landscape areas in Greenbrae.
My November 22, 2016 email below informed Greenbrae residents that the CSA 16 Advisory Board had scheduled a Special Meeting on November 30, 2016, at which the CSA 16 Advisory Board would recommend to the County Board of Supervisors that a mail-in ballot be held to increase the tax. My email also provided a link to financial data and analyses relating to the funds generated by the tax and the historical and projected expenses for maintenance and improvements. That link is below. At the November 30, 2016 meeting, the CSA 16 Advisory Board recommended that the tax be increased from $150 to $300 per year.
In January 2017, the County Board of Supervisors placed a $150 increase of the annual tax on the ballot. The ballots will be mailed on April 2, 2017 and will be due by May 2, 2017. The ballots will be sent to Greenbrae residents who own homes in the area North of Sir Francis Drake Boulevard between Highway 101 and Manor Road. The area of Greenbrae that is subject to the tax is bounded by Via La Cumbre, Sir Francis Drake Boulevard, and Manor Road, and up to but not including Bret Harte Road. The entries to Greenbrae are at Eliseo, La Cuesta Drive, Manor Road, Via La Cumbre (from the North from San Rafael), and Altura Way (from Bret Harte Road). The homes in Greenbrae on the South of Sir Francis Drake Boulevard are not subject to the tax and will not receive mail-in ballots. Attached is a map showing the area of Greenbrae covered by CSA 16.
Representatives from the GPOA, the CSA 16 Advisory Board, and the County of Marin will attend the meeting to provide information and answer questions. The GPOA urges all Greenbrae residents to attend the meeting to learn more about the need to increase the tax, and hopes to see you there on March 14, 2017.

Sir Francis Drake Boulevard Rehabilitation Project Environmental Impact Report Scoping Meeting on January 10, 2017

I’m writing to let you know that, as the next step in the Sir Francis Drake Boulevard Rehabilitation project process, the County of Marin will be preparing an Environmental Impact Report (EIR) for the project. In connection with the EIR, the County of Marin is soliciting comments on specific issues to be included in the environmental review. The County of Marin encourages public comments on the scope of issues to be evaluated. In addition, the County of Marin will conduct a public scoping meeting on Tuesday, January 10, 2017, from 7:00 p.m. to 9:00 p.m., at the Bacich School Multipurpose Room, which is located at 699 Sir Francis Drake Boulevard in Kentfield. The County of Marin invites all interested members of the public to attend this meeting and present verbal or written comments on the scope of issues to be evaluated in the EIR. The Greenbrae Property Owners Association encourages residents of our community to attend this meeting.

CSA 16 Parcel Tax Increase

Dear Greenbrae Homeowners,
I am writing about the $150 annual parcel tax we all pay for landscape maintenance and improvements for our parks, Sir Francis Drake Boulevard frontage, and plentiful median islands throughout Greenbrae. The tax has been $150 since 1993. The revenue generated by the tax has funded maintenance and many significant capital improvement projects over the last 20+ years. Yet, many islands and medians have not been improved in over 50 years and maintenance costs continue to rise. The fixed amount of revenue will not be sufficient to complete needed landscape improvements, in addition to maintenance, in the near future unless the tax is increased.
The GPOA, the CSA 16 Advisory Board, and the County of Marin have studied historical and projected expenses for maintaining and improving the landscaping in our community. The CSA 16 Advisory Board has scheduled a Special Meeting for Wednesday, November 30, 2016 at which it will recommend to the County Board of Supervisors that a mail-in ballot vote be held in May 2017 to increase the tax. You can review the Agenda and Handout (with the historical and projected analysis) for the Special Meeting by following the links below. I urge you to do so. The links provide detailed financial information that the CSA 16 Advisory Board and the County prepared and analyzed relating to the tax revenue and upcoming projected expenses, including landscape improvement projects completed in the last 20 years and many projects that remain to be completed across Greenbrae.
In summary, the $150 tax since 1993 has allowed the landscaping in our beautiful community to be maintained and significantly improved over the past 20 years. Those of you who lived in Greenbrae 25 years ago know the significance of the improvements that have been made. The $150 tax is not, however, sufficient to continue with improvements. After reviewing all the information provided in the links below, the CSA 16 Advisory Board and the GPOA Board support an increase of at least $150 per year, which would raise the assessment to $300. This revenue increase will allow capital improvements to continue.
The GPOA is interested in your opinion. Would you support a $150 increase? Are you against any increase? Are you in favor of a smaller increase (say $100) or a higher increase (say $200 or more), which would allow for improvements to be made sooner?

I am writing to let you know that there will be a debate among the three candidates for Marin County District 2 Supervisor on Saturday, May 7, 2016 between 4:30 p.m. and 6:00 p.m. This debate will take place at the College of Marin’s new Academic Center, Room 225, and is sponsored by Friends of Kentfield, Woodlands Sponsors, and the Ross Property Owners’ Association. The three candidates Katie Rice, Kevin Haroff, and Frank Egger will attend this opportunity for the voters of District 2 to hear from the candidates who are running to represent our community. Although other debates have been held among the 13 candidates running for three different Districts, this debate will focus on our District. Attendees will be invited to submit their questions about our District on topics that affect our community such as high density housing, traffic congestion on Sir Francis Drake Boulevard and the Richmond-San Rafael Bridge, and County pensions. I am writing to let you know that the Kentfield-Greenbrae Historical Society (KGHS) is having a May Day Community Celebration on Saturday, May 7, 2016 from 11 a.m. to 2 p.m. and to invite you to attend this event, which will take place at Kent Middle School. You may recall that, two years ago, the KGHS organized the Centennial of the Kent School. This event was a tremendous success with over 2,500 community members in attendance. This year, the KGHS is celebrating the entire Kentfield and Greenbrae community with an afternoon of vintage kids’ games, maypole dancing, the Kent Jazz Student Band, historical displays, Kentfield student project, historical tours by the Kent Student History Club, and food trucks. The project affects Sir Francis Drake Boulevard from Highway 101 to the Kentfield/Ross town line, including the portion of Sir Francis Drake Boulevard that passes through our community. This meet is taking place at 7:30 p.m. in the Deedy Lounge, Student Center at the College of Marin.

Marin Catholic Stadium Lights — Kentfield Planning Advisory Board Meeting on January 27, 2016 at 7:30

Dear Greenbrae Residents,
I am writing to let you know that Marin Catholic High School has submitted an application to the County of Marin relating to the school’s proposal to add lights to its stadium. In connection with the application, the Kentfield Planning Advisory Board is having a meeting on January 27, 2016 at 7:30 p.m. at the Deedy Lounge, Student Center, of the College of Marin. Deedy Lounge is in the lowest floor of the Student Center, in the corner building nearest the creek and the new science building. You may have to go through the cafeteria and should look for a sign on the door.
According to the agenda for the KPAB meeting, Marin Catholic is requesting approval to allow for installation of a field lighting system at the school’s outdoor football field. The system would be comprised of four 80-foot tall light poles with differing fixture arrays, installed on the 10 yard line at each side of the field. LED lamp fixtures would be affixed to each pole for lighting during evening hours. Proposed poles at the north side of the field (closest to the parking lot) would feature 19 fixtures, 16 at top and three at about 15 feet. The two poles on the field’s south side (in front of the home bleachers) would have 16 fixtures. The poles would consist of in-ground concrete bases and 80-foot tall galvanized steel poles. The fixtures would utilize a Light Structure Green System from Musco Lighting Systems and 50 to 1,500-watt LEDs would be used to provide a 50-foot candle illumination average. The system would feature a “dimmed” setting, which would be used for games that do require full lighting, as well as after completion of games. Additional path lighting is to be installed along pedestrian pathways for illumination of bleachers and paths surrounding the field.
Overall, the system would be used for 514 games and practices annually: Freshman football games on Thursdays at 6 p.m., Junior Varsity football games on Fridays from 4:30 to 6:30 p.m., and Varsity football games from 7:00 to 9:30 p.m. The system also would be used for overlapping evening practices, with 110 total football practices and 225 lacrosse and soccer practices proposed. These practices would end at 9:00 p.m. The majority of evening games and practices would be from November through February.

SFD Corridor Project – Meeting with Greenbrae Community

As I hope you are aware, the County of Marin has planned a $13 million project to rehabilitate the Sir Francis Drake Boulevard corridor from 101 to the Ross town limits. The specific details of the plans have not been finalized. The County has had two Community Workshops (in May and November), a meeting with community leaders (in July) and has presented various alternatives at a meeting of the Kentfield Planning Advisory Board (in October).
GPOA is hosting a meeting on December 10, 2015, beginning at 7:00 p.m., at the Bacich School Library (699 Sir Frances Drake), for the County to present the project and the current alternatives. The GPOA encourages all residents to attend this meeting to learn more about the project, provide input, and learn how to stay involved.

Bay-Friendly Blog: Wildfire Season Is Here–Are You Prepared?

Defensible space is the area around your home that has been modified to reduce the effects of wildfire. The following actions can help turn your yard into a defensible space:
Cutting annual grasses within 30-100’ of your home.
Pruning all tree branches a minimum of 10 feet off the ground, and at least 10 feet away from roof lines, decks and chimneys.
Breaking up fuel continuity by creating islands of vegetation and removing flammable materials between them.
Removing highly flammable vegetation such as juniper, bamboo, scotch broom and eucalyptus. Not only do these plants create intense fires, they produce embers that can travel long distances and start new spot fires.
Flammable plants should be removed and replaced with fire resistant, drought tolerant plants.
The City of Mill Valley recently constructed a fire resistive/defensible space garden near its public safety building. Here is a plant list from the project:

Home Wildfire Protection
In addition to creating a defensible space in your yard around your home, it is also important to evaluate the fire safety of your house itself. An ember from a wildfire can drop into your gutter, under the deck or in a dry potted plant that can start a fire and threaten your house. The following actions can help protect your home:
Make sure your street address is clearly visible from the street.
Install a spark arrester on your chimney to prevent embers from leaving your chimney.
Remove the dead needles and debris from your gutters.
Clear storage and clutter from under your decks and up against your house.
Remove dead or dry potted plants from around your house.
Patio cushions and other storage on a deck or patio pose a threat if an ember was to drop on them.
You can never be 100% safe from the risk of a wildfire, but if you take the actions listed above you will significantly improve the fire safety of your home.

Please Store Your Garbage Pails

The GPOA has recently received several comments and/or complaints about neighbors who leave their garbage pails at the curb seven days a week, 24 hours a day. I’m writing to remind residents that our CCRs require homeowners to store their personal property within the interior of their buildings. While the GPOA understand that it may not be practical for all homeowners to store their garbage pails in their garage, leaving your garbage pails at the curb violates the CCRs. The GPOA reminds residents of the requirements of the CCRs and asks that all homeowners store their garbage pails inside the interior of their buildings, behind a fence, or alongside their homes rather than at the curb. Complying with the CCRs enhances the overall beauty of our wonderful neighborhood. Thank you for your anticipated cooperation.

Bon Air Center Refresh Project Meeting December 1, 2014 at 7:00 p.m.

I am writing to let you know Crome Architecture, a local architecture and planning firm that has been working with Greenbrae Management, Inc., contacted the GPOA regarding plans to improve and enhance the common areas of the Bon Air Center. The owners of the Bon Air Center understand and appreciate the fact that the surrounding community takes a special interest in the Bon Air Center. The owners are proud to announce a proposed Refresh Project to improve the public areas of Bon Air Center.
The Bon Air Center Refresh Project Team would like to invite all interested community members to a meeting at which the project will be presented in an informal manner that will allow plenty of time for questions and answers. The meeting will not be the official City of Larkspur public hearing on the project. That hearing will be held sometime next year during the Design Review hearing before the City of Larkspur Planning Commission.

Voluntary Dues

The GPOA reminds residents we do not have mandatory dues; our dues are voluntary. We endeavor to mail out dues cards two times per year to encourage residents to contribute as and when they can. The GPOA has received comments from residents after we send out our second voluntary dues card of the year. These comments ask the GPOA to “please check its records” or inform the GPOA a resident has “already paid” their dues. Please note we send the second dues cards to all residents regardless of whether a contribution has already been received from that resident for a particular year. We thank all residents who make a voluntary contribution to the GPOA.

I am writing to let you know that PG&E recently repaired a leak in a gas line in our neighborhood (on Vista Grande) and PG&E representatives have asked the GPOA to provide the information below to our residents.
PG&E customers can schedule a free appliance safety inspection if they have any concerns about gas line leaks. The number to call is (800) 743-5000. When prompted, press “4″ and, when prompted again, say “Service Request,” and, when prompted again, say “Appointment.”
Some of the appliances that PG&E inspects are furnaces, water heaters, ovens, ranges, hot tubs, pool heaters, clothes dryers, and gas fireplaces.
If residents smell gas, they should immediately move away from the area and call 911, or call PG&E at (800) 743-5000.

Hello Mr. Sherman,
I have been informed of a mosquito production and control issue that currently exists in Kentfield, in the North Almenar Drive area. We have found some swimming pools lacking proper maintenance and producing mosquitoes and have taken care of them. However, our adult mosquito traps continue to collect an abundance of several species of mosquitoes within the community. The mosquito species collected can cause substantial irritation and two of them are capable of transmitting West Nile virus. Our Vector Control Technician working in the area, Chris Mohrman, has left informational brochures on the front doors of several homes requesting that the homeowners contact him so he can perform mosquito surveillance in backyards, hopefully find the sources of water and larval mosquito production, and perform mosquito control if necessary. Unfortunately, we have received very few responses from the homeowners. It is imperative that we are able to perform proper mosquito surveillance and locate the sources of mosquito production in a timely manner. The mosquito species we are finding can fly a considerable distance from the water source(s) and transmit disease to surrounding communities. The District’s intent in gaining access to properties within the community is to control mosquito populations, minimize discomfort to the residents, and reduce the potential for transmission of a pathogen such as West Nile virus. Our intent is not to create an inconvenience or any other issues for the residents.
We understand that you are a leader in the Home Owners Association for the aforementioned area. If you could please distribute this e-mail to the homeowners/residents in the HOA and ask them to please call Marin/Sonoma Mosquito and Vector Control District – Vector Control Technician Chris Mohrman at 707-974-1204 to discuss mosquito control on their properties and allow for a brief mosquito inspection it would be of significant assistance.

I am pleased to report the tireless efforts of Deirdre Evershed and her family to “Save the Hoops” in Greenbrae School Park have paid off. The Evershed’s persistence and fund raising, coupled with the work of Mary Grace Houlihan of the City of Larkspur’s Department of Public Works, will be on display at the upcoming Annual GPOA BBQ on Sunday, September 7, 2014. I hope all of you will attend the BBQ and get to see the newly restored basketball court and hoops at the park.
In the meantime, please be aware parts of the park will be under construction on Monday, Tuesday, and Wednesday, September 1, 2, and 3, 2014 as the City completes the work on the basketball court and hoops. I trust our community can live with this short period of inconvenience.
Thanks again to the Evershed family for spearheading this effort to Save the Hoops. Very well done!

Dear Greenbrae Residents:
On March 3, 2014, the Greenbrae Property Owners Association hosted a Community Meeting at the Central Marin Police Authority’s station house. Approximately fifteen members of law enforcement, including CMPA Chief Todd Cusimano, Marin County Sheriff Robert Doyle, California Highway Patrol Captain Shon Harris, along with Marin County Supervisor Katie Rice and Larkspur City Councilmembers Catherine May and Kevin Harloff attended this meeting. Approximately 80 residents also attended. The GPOA thanks everyone who organized, presented at, and attended this meeting, which lasted for over two hours. The following summary captures some of the issues that were discussed:
Crime levels in Greenbrae in 2013 were below the average of the last ten years.
Many of the robberies in the area result in arrests. The CMPA is going to work to communicate the results of investigations so people better understand the whole issue.
The recent armed robbery in Greenbrae is under investigation. There is a good lead on the case and the criminals may already be in custody for another crime. The crime was not random; it appears that the criminals did not rob their intended victims.
Solutions such as private security patrols, dedicated Sheriff’s deputies, security cameras, and license plate readers were discussed.

Marin County Sheriff’s Office Crime Reporting System

Following the June 2013 meeting Marin County Supervisor Katie Rice had with residents of Greenbrae and Kentfield, Supervisor Rice explored establishing an on-line system for providing local crime data to better inform concerned residents about incidents in our neighborhoods. This new tool is only as good as the data provided. It is crucial to report any suspicious activity. As noted in the Press Release, anonymity is honored.

Attached is a copy of the minutes of the December 12, 2012 meeting of the Kentfield Planning Advisory Board relating to the Marin Catholic Stadium project, which I and GPOA Board member David Sternberg attended.
At the meeting, the KPAB voted to recommend approval of the current, revised application, which does not include installing a new lighting system, with the conditions that: (a) the new sound speaker system comply with the Noise Element of the Countywide Plan, (b) the current sound speaker system is tested to provide baseline information on the sound levels in our community, and (c) the sound levels from the new sound speaker system are tested once it is installed. Dear Greenbrae Residents:
Attached is a copy of a letter the GPOA recently sent to residents of certain streets in our community that may be particularly interested in the Marin Catholic High School Stadium project.
On December 6, 2012, the GPOA learned that the Kentfield Planning Advisory Board will hold a meeting at 7:30 p.m. on Wednesday, December 12, 2012 in Board Room 108 of the Administration Building of the College of Marin, 835 College Avenue, Kentfield, relating to this project. Details of the project are below.
Please note that the current application is for design review of the new bleacher system/grandstand, and the new speaker system only. If the school applies for a design review and use permit relating to the lighting system, the school will file a separate application, which likely will be next year.
The school proposes to construct (1) a new 1,242-seat steel and aluminum bleacher system/grandstand with a maximum height of 41.6 feet at the top of the elevator’s parapet and 30 feet at the top of the guard rail on the highest bleacher level. The bleacher, with a footprint of 9,582 square feet, would replace an existing system which has 1,524 seats. (2) a new 7,025 square foot field house with concession stand underneath the proposed bleacher system and including rest rooms, a weight room, two locker rooms, a training room, and storage and electrical rooms. (3) Access improvements to meet current fire and ADA standards, These include 10 new parking spaces, increasing the stadium parking from 270 to 280 (including two new handicap parking spaces), ramps, and walkway improvements. (4) New speaker system.
