Greenbrae Property Owners’ Association (GPOA)
Board of Directors Meeting

Date: July 15, 1999
Time: 7:15 PM to 8:45 PM

Meeting was called to order at 7:15 PM
The meeting was held at the office of Frank Howard Allen. President Mark Litwin called the meeting to order. In attendance were board members Patty Oxman, Dan Brady, Steve Jaffe, Colin Lynch, Chalayne Gallinatti, Rumple, Dennis Ryan and Scott Sherman.

A number of guests were in attendance. The owner of 32 La Cuesta was there to discuss various tree issues and particularly the effect of bark beetles and their impact on the Greenbrae community. We discussed with that person the overlapping jurisdiction of the county and City of Larkspur. Patty suggested to her that there be an article in the next newsletter. We also discussed the different ordinances for cutting down trees, one being anything over 50-inch circumference in the City of Larkspur requiring a permit.

Approval of Minutes
There was a motion to approve the minutes from the board meeting of April 22, 1999. That motion was seconded and unanimously approved.

Treasurer's Report by Dennis Ryan
It was proposed by Dan and seconded by Colin that we utilize the 1998/1999 budget for the years 1999/2000 since our income streams and budget items really haven't changed. That was unanimously passed by the board.

President's Report by Mark Litwin
President Mark Litwin raised the issue of helping to improve the driveway at 42 Corte Morada. Dan Brady felt that we had some responsibility suggesting 20 to 25%, because the driveway leads to the park that the board has responsibility for maintaining and it's possible that some of the damage has been caused by trucks driving over the driveway for some period of years. It was also mentioned that the current owner recently bought the house knowing the condition of the driveway. The item was tabled to the next meeting.

Another guest at the meeting raised the issue of ivy control on the La Cuesta island. It was agreed that we would get a bid from Gardener's Guild and that that party raising this issue would also attempt to get a number of bids.

The board then took up the issue of beetles again. It was proposed and agreed that there could be a private mailing by one of the neighbors utilizing the member list of the GPOA to send out a notice regarding the beetle infestation and the various suggested methods of treating trees to prevent any infestation. It was generally acknowledged, however, that this is a Bay Area problem, not just a Greenbrae problem and that the board was not in a position to really address the issue or deal with the issue on its own.
