Greenbrae Property Owners Association (GPOA)
Board of Directors Meeting
Date: April 22, 1999
Time: 7:15 PM to 8:40 PM
Meeting was called to order at 7:15 PM
The meeting was held at the office of Frank Howard Allen. President
Mark Litwin called the meeting to order. In attendance were board members
Scott Sherman, Patty Oxman, Mary Lindsay and Colin Lynch.
Approval of Minutes
There was a motion to approve the minutes from the board meeting of
January 14, 1999, and the general meeting of March 2, 1999. That motion
was seconded and unanimously approved.
Treasurer's Report by Dennis Ryan
The Treasurer's Report was read, inasmuch as Dennis Ryan was not present.
The question was raised as to whether we had received the first installment
of the 1998-99 payment from the Department of Parks and Recreation for
the CSA16 budget. It was agreed that an inquiry would be made.
Community Relations Report by Mary Lindsay
The Community Relations Report was presented by Mary Lindsay. She discussed
the following matters that have come to her attention.
- 108 Bretano -- a child care center that appears to be in excess
of the number of children permitted under State Law.
- 20 Manor Drive -- a burned out house. It was decided that we would
write to the insurance company and try to locate the owner, to get
the owner to clean up the site.
- A fence at 150 Nandina -- a chain link fence. The owner said the
fence would be replaced at the beginning of the new year.
- A fence at 27 Los Ceros. The owners were advised that their fence
did not receive the permission of the board, and they agreed not to
erect it at this time and to reconsider its design.
- The sound barrier on Highway 101. The design by CalTrans is still
two years away.
Landscape Committee Report by Scott Sherman
The Landscaping Report was presented by Scott Sherman.
- All frost-damaged plants have been replaced.
- The plans for Phase II are not yet complete. We were presented with
schematics and Scott mentioned he's having trouble getting the architects
to perform the work as quickly as he would like.
- The issue of blocked views from common area trees was raised. Scott
mentioned that our board policy is to ask that part of the cost to
prune be paid by the owner of the offending tree and part to be paid
by GPOA.
Patty Oxman then mentioned that the clean-up days have been rescheduled
to May 22 and 23. The dates were pushed back because the newsletter
is late is getting distributed. Mark raised the issue of chargebacks
to the mailing company for the late annual meeting notice and Patty
mentioned that she feels the company is good to work with and that it
would be very difficult to find another company. She said that it would
be a major burden to her to try to make a change because of this issue.
Colin Lynch mentioned a new law being discussed in the State Legislature
which would require all older subdivisions to amend their CC&Rs so as
to eliminate offending illegal language that may have originally existed.
Colin will monitor the process.
The meeting was adjourned at 8:40 PM.
